What is HHP?
Hebridean Housing Partnership Limited became a Registered Social Landlord on 12th September 2006 following the transfer of the Comhairle’s housing stock. We are a charitable, not-for-profit housing association registered with the Scottish Housing Regulator, governed by a Board of up to 15 members and we manage over 2200 rentable properties across the Outer Hebrides
We engage with tenants on key decisions through membership of tenants on our Board and working closely with the Western Isles Housing Associations Communities Forum and the Tenant Participation Advisory Service (Scotland).
Our vision is “Making our House Your Home” and we plan to make this happen by delivering on our four strategic goals over the course of our Business Plan. Our four strategic goals are:
1. Placing tenants at the centre of everything we do
2. Investing in an environmentally sustainable way in tenants’ homes
3. Being a good employer that attracts and retains high quality staff
4. Working with partners to contribute to the wellbeing of communities throughout the Outer Hebrides
We have made a real impact on our communities in improving standards of rented housing, providing new homes and creating employment opportunities.
Organisational Structure
Board Members
The Board has a minimum of 7 and a maximum of 15 members. It has a maximum of 3 Council Appointed Members, up to 4 Community Members and up to 4 Tenant Members. If we are unable to fill Tenant Vacancies, we can appoint 1 Community Member and up to 2 Board Appointed Members to fill these vacancies.
The Board can also have up to 2 Co-opted and 2 Board Appointed members, who can be appointed as Board Members for a fixed period.
Our Board currently has 1 Tenant Member, 5 Community Members, 3 Council Appointed Members and 2 Board Appointed Members.
Calum Mackay
Chair (Community)
Calum worked in the Comhairle for nearly 30 years in the cleansing section and as a trade union representative, and is now retired. He has been involved in the tenant movement since 1983 and is chair of the Cearns Community Association and chair of Tenant Participation Advisor Services (TPAS) Scotland.
Calum is also the Repairs, Investment and Finance spokesperson.
Helen Mackenzie
Vice Chair (Board Appointed Member)
Helen Mackenzie is a procurement and financial services professional with nearly three decade’s experience in the public sector. Her work on procurement and community engagement has received international recognition.
Helen has significant board experience on public, charity and third sector boards. She is currently the Chair of the Scottish Public Pension Agency’s Audit and Risk Committee and an external trustee for the Sheffield University Students’ Union charity.
Helen lives in Ness, Isle of Lewis with her husband and teenage son. Initially from Cambridge, England, Helen moved to the Western Isles in 1990s and her first home was a council house in Callanish.
Helen is also Tenant Liason and Housing Management spokesperson.
Valerie Russell
(Community)
Valerie has worked in social work and children’s services for 38 years and is currently employed as Children’s Services Manager at Action for Children. Ms Russell has considerable experience in volunteering and serving on Boards.
Colin Gilmour
(Community)
Colin has extensive knowledge of Public Health & Housing having worked in public health locally for 31 years. Colin has recently retired and is keen to use his knowledge to support the organisation and tenants.

The Board is responsible for the strategic direction of the Partnership and has placed particular emphasis on delivering the Comhairle’s SHIP, rent affordability, our role in the sustainability of the futures in the islands, listening to customers and service delivery.
The Board is supported by three Committees:
• Audit & Risk Committee;
• Development & Finance Committee; and
•Joint Consultative Committee
and two Workgroups:
• Personnel; and
• Operations.
Executive Team
Dena Macleod
Chief Executive
Dena, qualified as a Chartered Accountant and having gained experience in the private sector both in the UK and abroad, she returned home to the islands in 1992 to work with Comhairle nan Eilean Siar. In 2002 she was seconded to the Project Team responsible for setting up Hebridean Housing Partnership and in April 2004 she was appointed as Director of Resources and Company Secretary. Dena was appointed Chief Executive in July 2016.
Donald Macleod
Director of Finance & Corporate Services
Donald is a qualified Certified Accountant and prior to joining HHP he worked as Senior Finance & Planning Manager (Northern Europe) at Lenovo Technologies (UK) Ltd in Glasgow.
John Maciver
Director of Operations
John has over 25 years experience in Housing and started his career with Comhairle Nan Eilean Siar after leaving University. He subsequently worked for a number of Local Authorities including North Ayrshire and Stirling Council where he was latterly Head of Housing Services. Prior to returning to his home island to join HHP he was an Area Director for Glasgow Housing Association managing the west of the City.
