Registered Tenants Organisations (RTOs)

Under the Housing (Scotland) Act 2001, local tenant groups can be formally recognised by their landlords.Provided they satisfy certain criteria, groups are entitled to be registered as tenant organisations and have the right to be provided with a wide range of information, as well as the right to be consulted on aspects of housing policy which might affect them as tenants.We are committed to Tenant Participation and we want to ensure that tenants play a full and effective role in the planning and delivery of Housing Services.
For this reason, we urge all tenant groups to apply for registration.

Why Should Tenants Groups Register?

We must seek and take account of the views of RTOs on matters regarding how we deliver services. This means we must have mechanisms in place to allow tenants to have a say on any changes we plan and make.In addition to this there are rules about consulting with RTOs. We must inform and listen to their views on any proposals we make about:

• Policy and standards of service on housing management, repairs or maintenance.
• Our tenant participation strategy
• Anything that would result in a change of landlord

It is in the interests of any group representing tenants to register. They will have the backing of the legislation to ensure that HHP consults with them and takes proper account of the views of tenants in their area.

Public register of RTOs 

Under the Housing (Scotland) Act 2001 we are required to publish a public register giving details of RTOs in the area. 

The register contains the following information: 

• The name of the RTO 

• Details of its area of operation 

• Information on how to contact the RTO 

Any additional information, such as meeting times, where meetings are held etc.
